Regular Meeting # April 30, 2003

Present were Mayor Martin, Councilmembers Callis, Damon and Sincell. Also present were James and Shirley Munford,Hop and Karen Wooddell, Mayor Larry Friend from Loch Lynn, Glenn Tolbert, Mark Arnold, John Wolfe, Melissa Wolfe and Judy Paugh, Clerk Treasurer.

Meeting called to order at 6:00 P.M.

Pledge of Allegiance.

All meetings are recorded.

Minutes: Motion by Councilman Callis to approve the minutes of March 26, 2003. Seconded by Councilman Damon. All approved. Motion carried.

Financial Reports: Motion by Councilman Damon to approve the financial reports for April, 2003. Seconded by Councilman Callis. All approved. Motion carried.

Budget Adjustments: Motion by Councilman Sincell to approve the budget adjustments for April, 2003. Seconded by Councilman Callis. All approved. Motion carried.

Bid for a retaining wall behind Town Garage: Bid awarded to Greg Harris in the amount of $13,500.00.

Bid for drainage on L Street: Bid awarded to E-Z Excavating in the amount of $18,330.00.

Ordinance No. 2003-1 Enforcement Ordinance: Mayor Martin introduced Ordinance No. 2003-1 - Enforcement Ordinance by reading the ordinance into the minutes in its entirety. The public hearing will be held on May 28, 2003, at 6:00 P.M.

Oak Park Annexation: Mayor Martin informed the Council and Citizens present the property description of an Annexation area doesn’t have to be read into the minutes. Mayor Martin introduced Resolution No. 2003-6- Annexation No. 11- Oak Park Annexation into the minutes by reading it in its entirety (except for the property description). A public hearing will be held on June 25, 2003, at 6:00 P.M. for this Annexation.

Outline of Services- Oak Park area: Motion by Councilman Sincell to approve the Outline of Services to the Oak Park Annexation area. Seconded by Councilman Damon. All approved. Motion carried.

King’s Hill Estates (Pensinger) Annexation: Councilman Sincell (reading for Mayor Martin) introduced Resolution No. 2003-7-Annexation No. 12 - King’s Hill Estates (Pensinger) Annexation into the minutes by reading it in its entirety (except for the property description). A public hearing will be held on June 25, 2003, at 6:00 P.M.

Outline of Services - King’s Hill Estates area: Motion by Councilman Callis to approved the Outline of Services to the King’s Hill Estates area. Seconded by Councilman Sincell. All approved. Motion carried.

Liens for delinquent Personal Property Tax: Mayor Martin informed the Council that liens have been filed on delinquent Personal Property Tax accounts that are over 90 days past due.

Sewer line replacement in alley between E and F Streets: Motion by Councilman Sincell to award the sewer project in the alley between E and F Street to Uphold Excavating in the amount of $3386.90. Seconded by Councilman Damon. All approved. Motion carried.

Hearings before Mtn. Lake Park Zoning Board: Mayor Martin updated the Council two Special Exception hearing which had taken place since last month’s meeting. The application by William's Chiropractic Clinic and Apostolic of Oakland were denied.

Spring Clean Up: Town has set up May 12th through May 16th for Spring Clean Up week for bulk items. Motion by Councilman Damon to adjourn the meeting. Seconded by Councilman Callis. Motion carried.
